Is it meant to be open?

For some definition open, I suppose. On the about page they note:
An open policy to development will ensure the release of an API in the future.
And the Service Inquiry page invites you to integrate services with them, stating:
E is an open platform.
Unfortunately, the latter page only gives you a form to contact them.
